How in the hell would they prove there wasn't a dual purpose? On top of that there is the whole "intent" clause to it as well. They have to know and intend to be defrauding the regulations. Remember that? Wouldn't that be something if that was brought up for Trump this time like Comey used as an excuse for letting Hillary off even when it wasn't written in the code.
