how would this have stopped the fire ?

I tell u what in MN with 35w the issue was we were and still are spending our cash on bike trails and trains not on  roads and when we do spend on roads we go full blown 1/2 ass under size . then in 4 or 5yrs  we tear it apart to add a bus lane .the other thing I do not understand . why is it for yrs we can have construction zones with no shoulders at all . but then when done we have no more lanes than we did before but 12foot paved shoulders on each side WTF . add some stripes and dump 7ft of class 5 on the right and go from 2 to 4 lanes every place
