The US constitution allows states to set how their elections run but it must be done thru the states legislature, not the Gov, Sec or State or county commissioner. Both sides are hypocrites- they want "all" votes counted if they think it is going their way. By making rules years in advance and sticking by them the integrity of the process is far better than randomly saying hey this election we are going to do X. Potentially he does. If the states run past their own legislatively set timeline for counting votes. Wisconsin had case that was settled last week. Each state seems to be a bit different.
