He could have, and should have over-ridden the mayors and governors, and sent in the troops to kill the looters. Donny, like a lot of guys, have big fukkin mouths, with no balls to back it up. What he should do is withheld any federal funds that go to places that refuse to uphold the law. Start with the states to make the Gov's override the mayors.
