He could have OVER-RIDDEN the governors and sent it the troops. A few people protesting is not grounds . Thousands of rioters looting and burning are grounds for a NATIONAL RESPONSE. Send in the troops under the Insurrection Act, and really make a political/racial horror show, or let them riot and blame the governors. I hardly hear shit about the looting and burning!!!
