When you remember how telecom monopolies operated in the past, I don't think that's truthful.

I disagree.  There have been line toting, lying, and deciet about neutrality already.  Many before NN became an issue and companies were bound other other agreements.

I'll be the first to tell you that companies have fucked up when it comes to Net Neutrality but by and large(by a longshot), Net Neutrality as a concept is very much a real thing, regardless of legislation.
