Not all of them, but too many are JEALOUS, TERRITORIAL, VIOLENT, XENOPHOBIC bastards. It would be taking a dangerous chance to buy a lot of land up there and build a log cabin. So instead of making $100k, he is paid $124k. Move him to Vermont, which falls under 'rest of US, 15%, or $115k. There goes the $10k.
