I should clarify. Everyone is eligible for our breakfast program. But it is designed for those in need or those with parents who don't insure their kids have a full tummy. Our kids are "not allowed" because we don't allow them to use it. They aren't in need and shouldn't be taking food from there. They can just eat more at home.

Some schools have breakfast program for needy kids. But they are funded by donations. My kid's school has one but they aren't allowed to use it.

Urban elementary are k-8 mostly too. None with a cafeteria that I know of.
