They have different gearing... Heavier weights are usually a sign of torque at a lower rpm range. the centrifugal weight increases exponentially as rpm increases in a centrifugal clutch. Hate to say it but BenT is correct on this matter.

I get what you're saying, and pretty much agree. There are multiple ways to achieve similar results with clutching. But yes you are correct that if you increase torque and rpm at the same time the same clutch setup will provide more go go.
