Right but he was a prosecutor before that and really understood the underpinnings of the city.  Rudy basically worked Mob cases and to investigate the mob was to understand what was wrong in the city.  Again I think people forget that NYC was abasically bankrupt and was by no means a tourist destination.  A systematic change was necessary to save NYC and that started with the take down of the mob.  The court room successes are what made Rudy's political career possible.
