The bill allowed 5000 to cross check points weekly. At that point the president would have to close the check point. That right there still incentivizes Central Americans to make the push here. It also promised court cases to be heard in 6 months instead of years for asylum seekers. There are no judges available. The right answer is simple. Close the fucking border. Seal it.
