Just giving yourself someone else's IP address and connecting it to the network will black-hole your traffic. You need to poison the route caches of upstream routers which are designed to flush and correct their caches within seconds. Unless someone hacked a VPN server onto his machine that they were doing address translation behind, this is highly suspicious. For sure...I'm not educated on the matter but even 15 seconds and a very slow upload rate would be enough for several mb worth of data.
