In essence what it states is that if you are classified as a common carrier (ISPs, telephone companies, electric companies/utilities), you must treat the content of the transmissions equally. Title II was always a very "hands off" or few regulations approach, instead of having piles upon piles of government mandates to deal with. That's why it has been around since 1934.
