"Because the State of New York issues public-carry licenses only when an applicant demonstrates a special need for self-defense, we conclude that the State’s licensing regime violates the Constitution."

yes let me put the space in for you.  In lots of these states the only way for a concealed permit to get issued is to have a local police cheif sign off.  no corruption and graft around that.   Coworker goes 10 miles out of his way when carrying or has to lock it in his lock box to travel through MA.  Has a NH permit even though not technically needed can't get a MA one though.
