In lots of these states the only way for a concealed permit to get issued is to have a local police cheif sign off. no corruption and graft around that. Coworker goes 10 miles out of his way when carrying or has to lock it in his lock box to travel through MA. Has a NH permit even though not technically needed can't get a MA one though.
