When you are in an elected position and the government makes an offer, it is hard as hell to tell everyone that you are not going to take it.  They don't like it and don't understand it.  It requires you to drain the bank account of 100k just to get 20k and then you have to find something to spend it all on.  This is the bullshit that happens and it is why the elected people who DON'T take the money get voted out.  Even though we all here want the spending to slow down, when it comes to something like this the reality is that people won't vote for those willing to end the spending.

Term limits would fix that problem quickly.
