Part of the new restricted/reduced parking plan in good Ol Minneapolis includes language about using tire chalking methods. Quote Traffic-control agents can use the old-fashioned method of determining how long a vehicle has been parked, Drew said. Agents can put a chalk mark on a tire, then circle back after two hours later. The shyster that handled this case is the guy that exposed the village Oakley, Mi police dept. Badge for cash = concealed weapons carry permits debacle, that made national news. That former Barney Fife is now a two time convicted felon . The village disbanded the police dept. after being exposed , refusing FOIA requests , cooking the financial books + paying off multi- lawsuits and the loss of two municipal insurance company policies.
