Trudeau is scared because he can beak off all he wants inside the House of Commons and have parliamentary privilege there but if he actually files a lawsuit outside of the House of Commons then his parliamentary privileges are over ruled and he can be asked questions. And will be forced to answer truthfully. And they will also subpoena records and emails.
And Andrew Scheer has not stopped he is actually daring Trudeau to file. Why is that?

If there is a lawsuit then Scheer’s lawyers will file a defence and Trudeau will be called to answer questions under oath. He will have to verify what he said and his role and dealings with SNC.
