I think it took mass forever to get them opened up too when they legalized it but that’s government for you. Our governor said she’d veto anything about it so the senate won’t even bother bringing it up to vote. It’s really just stupidity as ckf said literally everywhere around our tiny state has it legalized.

I would guess that the rankings take a lot of different freedoms into account. What you or I might consider to be the ultimate freedom might not be very high on the list for others.
