I thought they determined the original fire/s were also arson? Am I wrong?

    they arrested a guy with a blowtorch in the process of lighting more.Citizens saw him and detained him till police came. 

     

    they determined no basis for prosecution, and he walked.

    Makes no sense they wouldn’t go after the arsonists.  I guess if the citizens don’t want their houses burning down, the guys they catch with blow torches may just disappear next time…
