Yes China has bought weapons from Russia but anything that China received and had a use for was copied and then made in China most times without Russia's approval. The best example is the Chinese J11 and J15 which are direct copies of Russian jets to which Russia will no longer support because of Chinese intellectual property theft. Airplanes are a business that you need to pay your dues on before you can be successful. Just stealing tech is not enough to make it you need to have the people and culture around complicated systems that can only happen through time and failure.
