Why would anyone allow state workers on state devices to access any social media sites?

Good form of communication with your voter bases and promote your state.

For example South Dakota relies on tourism….  Social media posts reach a larger audience then say an ad in the Argus Leader with Kristi riding a horse in Sturgis or in front of Mount Rushmore.

I can see that for certain individuals but not everyone provided a smartphone.

I find it laughable that people are only concerned with Tiktok and China.   Our govt has the same capabilities afforded to them by hardware and software companies.

Where do we think those directives came from?

The CAD government shut down peoples banking just when the EA was activated.  It was already in place.  Nothing to see.
