Around here it was mostly businesses and younger service sector workers. Personally, I was telling anyone who would listen that the spending was going to have far longer term effects than the bug ever could. The China bug that was, for the most part killing the old and frail in long term care and hospitals. See New York state as a "how not to act" lesson. There was almost no difference in the annual deaths, by percentage from 2019, 2020, 2021. Personally I think it was a colossal waste of time and money, but that's just me.
