1 reason it has to supply so much for ag now is CA protecting the sand flee . not even 10 yrs ago a lot of those farmers had there own levy's and water ways . the eco Nazis went to court won and no farms have there own holding ponds and watter ways  in CA unless over like 98yrs old . this is a huge prob for fresh H20 shortages in CA

eco nazis deemed the spillway unsafe and in need of repair in 2005. the federal government under Bush said everything was fine.
