Maybe your hero Trump should not have signed the bill, his stimulus was  bigger than Biden's, his farm bailout was bigger than the auto bailout and it was brought on by him.   

A tax moratorium would have done nearly nothing for people who were laid off, Trump's $600.00 per week UEB  gave $4200.00 over 8 weeks $1800.00 in stimulus makes $6000.00 more than many workers total tax liability if they had worked fulltime for a full year, UE is less than your normal take home further cutting the amount a tax holiday would have given laid off workers.
