Not sure about MN, but in Wi, the municipality applies for them, but I believe the state is who issues the liquor license. If MN is defunding the police, who is going to issue the citations? It is almost like it changes hourly. They were reporting last night that they could trace the huge surge in cases to family gatherings. The Governor was saying the opposite.
