I believe the guy (PS) sent invoices to customers for infringement and then took them to provincial court (small claims) where the court stated it was a federal issue. Back in the late 90s when I was 1st on the 'net, a lot of businesses in the PS area used him for their web hosts. One of the main sources for the drastic changes was a case between Zeuter and the Crown (2006) where his claim for SReD was rejected.
