Most of Illinois is rural and conservative, but where all the people live is Chicago and Dem. Michigan is similar. Get out of the D and it's mostly conservative. Well we all know that Chicago has been run by Dems, and I read that the the General Assembly is dominated by Dems....so they're going to blame an R governor just elected 2 years for 50 years of financial mismanagement?
