Well, the USSR ended up authoritarian, but even still, they turned what was a global backwater into a global superpower in the matter of a generation. 

Remember Sputnik?

. all communism does.

 a fake superpower that was ready to crumble from with in at any moment and it did . if a real challenge would have come there way it would have ended very quick . but again not relevant to your question

As I've said already. A welfare state in a capitalist system is merely guillotine insurance. It is not a good example of socialism. 

And how exactly, does it answer any questions? Seems to me that if you're on welfare, and decide to work, you lose that benefit. 

If it were a true example of socialism, welfare programs wouldn't be denied to those who choose to work.

Hunger definitely moves us forward.

But hunger isn't always about food.

Hunger for knowledge, power, money, fame, fitness etc.

We have turned a feeling that was caused by lack of food and used it to motivate ourselves.

Some of the most impressive successful people in the world in all fields may have never felt actual hunger or been threatened by it. But they managed to still get driven by the emotions of hunger.

Regarding Capitalism, Communism or even Dictatorships.  They all work brilliantly if you remove corruption.

your question was Right, but if you didn't have to work to eat, would you still work? 

so yes the welfare state has gave you your answer. especially in a time like now when the economy is rolling there are jobs waiting to be filled and no one will take them .

 so to the original question Is the threat of starvation required for human progress?

again the welfare state has answered your question no threat of starvation . no need to evolve and hone a skill to survive let alone thrive the skill is dependence and that is not a skill that encourages Human Progress

No one will take a job that pays less than guillotine insurance. Can you blame them?

This is a shortfall of capitalism, not welfare.
