The CIA required that it’s agents specifically discover Sarkozy’s private opinions “on other candidates” along with how he worked with his personal advisors. The CIA seemed to have two prevailing goals according to WikiLeaks: What policies do they promote to help boost France’s economic growth prospects, and what are their opinions on the German model of export-led growth. This resonates with a U.S. economic espionage order from the same year which required someone obtaining every prospective French export contract or deal valued at $200m or more.
