The insurance companies were surprise at how many would sign up, have a surgery or major medical procedure than simply drop the coverage. Oh really, that surprised them? Bullshit they are very good at accounting for things like this. They kept the rates as low as they thought they could knowing the govt would just bail them out, hell it was a part of the legislation. Now they are simply raising rates to cover the sick people who signed up who was the majority of them. The govt wanted it this way to make it look initially like it was working. The whole ACA was designed so that the rates would not get out of hand until OBAMA left office.
