Well, earlier you said Government, specifically LBJ and the Supreme court created it, but I would point more towards the allowance of slavery, Jim Crow laws, voter suppression, lack of anti-housing discrimination laws, etc. played a role in shaping the way families of different races have been able to accumulate wealth on the whole. Whether Government created the problem or not, it has a responsibility to at least look into finding ways to correct the systemic impoverishment of the black community.
