Yes. 

Living paycheck to paycheck doesn’t mean they’re uncomfortable. Just that they can’t control their spending and buy every new whizbang skiboop prododct that comes out. Give people an extra 2 grand per month and they’ll just spend it on more nonsense. Very few people can save these days.  People who like investing generally don’t have much in savings either because the money is useless there.
