Create a defined worker visa program that charges full income taxes and uses all FICA/Medicare/Medicaid taxes for social services. They do not qualify for those bennies until going thru the normal process to become a citizen. The numbers of visa's is strongly controlled and vetted. That will never happen because there are so many MILLIONS of Hispanics in the USA, so many democrats that want illegals, corporations that want cheap labor, and many more that will file lawsuits, demonstrate, and even resort to violence, if Latinos get beaten, or shot at the border.
