BREAKING: E-mails Show FBI Brass Discussed Dossier Briefing Details With CNN

New e-mails show former FBI deputy director Andrew McCabe was surprisingly knowledgeable about CNN's understanding of and deliberation about a dossier briefing given to Donald Trump days before CNN ever reported on the matter.

Newly revealed e-mails show that former Federal Bureau Investigation (FBI) deputy director Andrew McCabe was keenly aware of CNN’s internal understanding of a secret briefing about the infamous Steele dossier, days before CNN published any stories on the matter. The e-mails, which were obtained by Sen. Ron Johnson (R-Wisc.), also reveal that top officials used coded language to refer to the salacious and unverified allegations made by Steele.

Former FBI director James Comey briefed then-President-Elect Donald Trump on January 6, 2017, on at least one unproven allegation contained in Steele’s dossier, which was jointly funded by the Hillary Clinton campaign and the Democratic National Committee. CNN broke the story about the dossier briefing on January 10, 2017, touching off a firestorm of hysteria that culminated in not just the firing of Comey by Trump, but the eventual appointment of Department of Justice (DOJ) special counsel Robert Mueller.

Comey claimed that he was compelled to brief Trump on the dossier because “CNN had [it]” and was “looking for a news hook.”

Hours before Comey briefed Trump, FBI chief of staff James Rybicki e-mailed staff that Comey “is coming into HQ briefly now for an update from the sensitive matter team.” Just as the same officials dubbed the Clinton e-mail investigation the “mid-year exam” and the anti-Trump counterintelligence investigation “Crossfire Hurricane,” they also used various phrases using “sensitive” to refer obliquely to the dossier.

Two days after the briefing, on January 8, 2017, former FBI deputy director Andrew McCabe, who earlier this year was fired and then referred for criminal prosecution by the DOJ inspector general for repeatedly lying about media leaks, wrote an e-mail to top FBI officials with the subject, “Flood is coming.”

“CNN is close to going forward with the sensitive story,” McCabe wrote to Comey, Rybicki, and two others. “The trigger for them is they know the material was discussed in the brief and presented in an attachment.” He did not detail how he came to know what CNN’s “trigger” was for publishing the dossier briefing story.

Although the January 10 story from CNN also claimed that Trump was presented with a two-page summary of the dossier, which was not part of the official intelligence community assessment given to Trump, Comey himself later claimed that he did not give the two-page document to Trump, raising questions about whether McCabe himself was a source for CNN’s assertion that Trump had been given the entire two-page document during the briefing.

Shortly after sending his e-mail to Comey and other FBI officials, McCabe e-mailed then-Deputy Attorney General Sally Yates and her deputy, Matthew Axelrod. McCabe used the subject line “News” in his e-mail to the DOJ officials.

“Just as an FYI, and as expected,” McCabe wrote, “it seems CNN is close to running a story about the sensitive reporting.” It is not clear how McCabe came to be so familiar with CNN’s understanding of the dossier, its briefing, or how close CNN was to reporting on the matter.

In a Monday letter to FBI director Christopher Wray, Sen. Johnson, who chairs the Senate Homeland Security and Governmental Affairs Committee, asked the director to provide a list of all members of the “sensitive matters team” referenced by Rybicki in his January 6 e-mail. Johnson also requested that Wray provide all details about how FBI officials “first learned that media outlets, including CNN, may have possessed the Steele dossier.”

To date, there is no public evidence that the FBI ever investigated the leaks to media about the briefing between Trump and Comey. When asked in a recent interview by Fox News Channel’s Bret Baier, Comey scoffed at the idea that the FBI would even need to investigate the leak of a secret briefing with the incoming president.

“Did you or your subordinates leak that?” Baier asked.

“No,” Comey responded. “I don’t know who leaked it.”

“Did you ever try to find out?” Baier asked.

“Who leaked an unclassified public document?” Comey said, even though Baier’s question was about leaking details of a briefing of the incoming president, not the dossier. “No,” Comey said.

Johnson requested a response from Wray by 5:00 p.m. on June 4.

Memos written by former FBI director James Comey reveal that CNN may have helped orchestrate a possible setup of then-president-elect Donald Trump.

According to multiple published reports, the memos seem to indicate that a meeting Comey had with Trump was prompted by pressure from CNN and then was used to launch the media frenzy over the anti-Trump dossier, which was funded by the Democratic National Committee and Hillary Clinton's presidential campaign. Mollie Hemingway at The Federalist writes:

In multiple memos, Comey specifically mentioned that CNN had the dossier and wanted a “news hook” that would enable the network to report on its most salacious allegations even though they had not been verified.

Writing on the conversation he had with Trump, Comey wrote in a classified memo: “I said the Russians allegedly had tapes involving him and prostitutes at the Presidential Suite at the Ritz Carlton in Moscow from about 2013.”

As Hemingway notes, no reports had been published by any media outlet at the time Comey met with Trump and briefed him on the allegations contained in the dossier.

“I said media like CNN had [the allegations] and were looking for a news hook,” Comey specifically told Trump and noted in his memo. The Daily Caller reports:

Four days after that meeting, CNN published a story revealing the existence of a salacious report alleging the Russian government had compromised Trump. The CNN story was referring to what’s now known as the dossier — an unverified 35-page report written by former British spy Christopher Steele.

“I explained again why I had thought it important that he know about it,” Comey wrote in another classified memo on January 28, 2017. “I also explained that one of the reasons we told him was that the media, CNN in particular, was telling us they were about to run with it.”

CNN's January 10, 2017 report on the salacious and unproven allegations contained in the dossier was extremely significant, as Hemingway explains:

Extremely well-placed sources told CNN that the Obama administration’s top intelligence appointees had briefed Obama, Biden, and Trump all about a dossier they took incredibly seriously and considered credible. And it sounded really bad, as the headline [of CNN's report] indicated.

“Russian operatives claim to have compromising personal and financial information about Mr. Trump,” CNN reported in an article written by Jake Tapper, Evan Perez, Jim Sciutto, and Carl Bernstein. What's notable about the authors is that CNN's Perez had undisclosed ties to Fusion GPS, the firm that compiled the Democrat-funded dossier. Perez later falsely reported that the Republicans were the ones who funded the dossier, even after the facts had been made public which proved he was not telling the truth. Hemingway continues:

BuzzFeed published the actual dossier within minutes of CNN’s story going live, showing the world that the dossier was riddled with salacious gossip that lacked even a possibility of corroboration.

Among the most important facts revealed in Comey's memos, which the Justice Department released on Thursday, is the fact that there were seven memos compiled by Comey, four of which were classified. This is significant because Comey leaked four memos to his friend for him to turn around and leak to the media, which means that at least one of the memos had to have been classified.

As noted by Hemingway and the Washington Examiner's Byron York, one of the biggest takeaways from Comey's January 6, 2017 memo is that Comey indicates in the memo that the briefing was the idea of then-Director of National Intelligence James Clapper.

"I said there was something that Clapper wanted me to speak to [Trump] about alone or in a very small group," Comey wrote. "I then executed the session exactly as I had planned."

 

Comey then went on to tell Trump that CNN had the allegations and was looking for a "news hook" so they could publish the salacious and unproven allegations.

"I said it was important that we not give them the excuses to write that the FBI has the material or [REDACTED] and that we were keeping it very close-hold," Comey wrote in his memo. As The Federalist and The Daily Caller both noted, CNN ran the story just a few days after Comey's meeting with Trump.

Given Clapper's connection to Comey's meeting with Trump, Hemingway notes an important finding from the House Permanent Select Committee on Intelligence (HPSCI) final report on Russia. The committee's report found:

Finding #44: Former Director of National Intelligence James Clapper, now a CNN national security analyst, provided inconsistent testimony to the Committee about his contacts with the media, including CNN.

Hemingway continues:

So Comey, at Clapper’s expressed behest, told Trump that CNN was "looking for a news hook" to publish dossier allegations. He said this in the briefing of Trump that almost immediately leaked to CNN, which provided them the very news hook they sought and needed.

 

The briefing on January 6, 2017 was the catalyst for a series of events that ultimately led to where the Russia investigation currently sits. The briefing was immediately leaked to CNN, which attempted to legitimize the dossier, and in the process ignited a media firestorm. Hemingway concludes:

During the freakout, Comey deliberately refused to say in public what he acknowledged repeatedly in private — that the President of the United States was not under investigation. He even noted in his memos that he told the president at least three times that he was not under investigation. Comey’s refusal to admit publicly what he kept telling people privately led to his firing.

That led to Comey leaking multiple memos in order to get a special counsel appointed out of revenge.

Hemingway's assertion that Comey leaked the memos out of revenge is not without factual basis. During an interview with NBC's Savannah Guthrie this week, Comey admitted that he had an "obvious" bias against Trump because "he fired me.

Senator Ron Johnson Questions: “Sensitive Matters Team” – New Emails Show FBI and DOJ Discussing Dossier Briefing For CNN Release…

The footnotes in a letter from Senate Homeland Security Committee Chairman Ron Johnson (full pdf below) outline a series of previously unknown emails between top FBI and DOJ officials as they discuss the Steele Dossier and prepare for a release by CNN.

The emails show that hours before FBI Director James Comey briefed President-Elect Trump on the dossier, Comey’s chief-of-staff James Rybicki e-mailed staff that Director Comey “is coming into HQ briefly now for an update from the sensitive matter team.”

On January 8th, 2017, two days after the Comey briefing, former FBI deputy director Andrew McCabe wrote an e-mail to top FBI officials (James Comey, James Rybicki, David Bowdich and Michael Kortan), with the subject: “Flood is coming.”

 

47 minutes later Andrew McCabe then emails across the street to Deputy Attorney General Sally Yates and her deputy assistant Matthew Axelrod.  Andrew McCabe uses the subject line “News” in his e-mail to alert the Main Justice officials.

The letter from Senator Johnson then goes on to outline how CNN reported breaking news of the dossier on January 10th, using the ‘hook’ created by a leak of the briefing Comey gave to president-elect Trump.  CNN headlined their report: “Intel chiefs presented Trump with claims of Russian efforts to compromise him.”  A few hours later, BuzzFeed News published the contents of the “Steele dossier.”

Within the letter Senator Johnson asks Director Chris Wray to provide a list of all members of the “sensitive matters team” referenced by James Rybicki.  Additionally, Johnson requests Wray to provide all details about how FBI officials “first learned that media outlets, including CNN, may have possessed the Steele dossier.”

From the footnotes we can see the emails were first obtained by the Justice Department Office of Inspector General (Michael Horowitz) and turned over to the Senate Homeland Security Committee.

What makes this interesting is the emails are: all post-election; all seemingly unrelated to any of the three known primary IG investigative inquiries; and all provided by the OIG to congress, without prior request (that we know of).  Much like the Page/Strzok text message release, this email release seems specifically intended to spur further congressional inquiry, and broaden the general public awareness.

Why would IG Horowitz send these to congress?  Well, there’s not much he can do with them.  All of the outlined participants/recipients are no longer within the DOJ or FBI except David Bowditch (now Asst. Director under Wray); however, they do provide an expanded awareness and understanding of the post-election ‘small group‘ activity.
