Any family with a child younger than 18 as of Dec. 31, 2017, would qualify for the $122 million child tax credit this year — about 671,000 families with 1.22 million children are expected to meet the definition. 

The child tax credit would be paid out in a sales tax rebate check that would be separate from the state's regular potential income tax refund checks. Parents would need to sign up online and their rebate checks would come in the weeks before the sales tax holiday at a state processing cost of roughly $925,000. 

The sales tax holiday would fall on Aug. 4-5 and would essentially waive the state's 5% sales tax and applicable 0.5% local sales taxes for that weekend on an unlimited array of qualifying items priced at less than $100.

MADISON - Wisconsin would offer a one-time $100 per child tax rebate to parents, a weekend sales tax holiday for all consumers and a bailout to Kimberly-Clark Corp. to save two paper plants under bills the Assembly approved Thursday.

By sending the tax rebate and Kimberly-Clark incentive package to the Senate, the Assembly helped boost the re-election agenda of GOP Gov. Scott Walker. 

Uncertainty still swirls around the tax breaks and Kimberly-Clark legislation in the Senate.

Republicans who control that house haven't said whether they'll amend the tax bill or drop the paper plant bill altogether. Meanwhile, several conservative groups panned the paper plant proposal this week, calling it "misguided policy, bad economics, and … a troubling precedent."

Under Assembly Bill 944, the state would provide $122 million for the child tax credit and a one-time $50 million sales tax holiday for the first weekend in August that would cover all goods under $100.

It passed 61-35, with Milwaukee Democratic Reps. Jason Fields and Leon Young joining most Republicans to support the bill and GOP Reps. Adam Jarchow of Balsam Lake and Treig Pronschinske of Mondovi joining the other Democrats in opposition.

Republicans said the bill would return a projected budget surplus to taxpayers.

"There is no doubt that we have a single goal and that is to make government more affordable in our state," Assembly Speaker Robin Vos (R-Rochester) said. 

Assembly Minority Leader Gordon Hintz (D-Oshkosh) said the state hasn't even collected the surplus yet. If the money does materialize, he said it would be better spent on expanding high-speed internet in rural areasreplacing lead water pipes or dealing with the state's backlog of untested evidence kits from sexual assaults. 

"This is going to cost the state $172 million. You have to ask yourself is that the best use of resources?" Hintz asked. 

Republicans amended the bill Thursday to allow retailers to opt out of the sales tax holiday if they put up signs notifying consumers. Some smaller stores have voiced concerns about the costs of updating their systems to waive the sales taxes.

The bill could hit a Senate snag. 

Senate Majority Leader Scott Fitzgerald (R-Juneau) has pointed out that GOP lawmakers already voted to kill a similar tax holiday last year after Walker included it in his state budget proposal. 

 

"You're revisiting something that was in the state budget," Fitzgerald said this month. "We've got to see what people think."

But Vos said that, with the Assembly set to adjourn this week, his message to GOP senators on the tax bill was "take it or leave it."

The UW has been decimated with the loss of a huge chunk of professors due to getting out to other states. Graduate programs have had record low applicants. TA to student ratios have gone way up. Not all is good. UW’s ranking is in a free fall. That isn’t good for the state.

Well, that's funny you say that?  I have heard of a couple of people worried about getting accept to some of the graduate programs.  I haven't heard of anything being decimated.

Since walker came on WI ranks second to last in TA pay and enrollment packages in the country. It’s not all about being able to fill chairs with people. It’s the quality of people coming in. That’s what determines the rankings. Look, I’m not some big proponent of the education system and do think there are tons of internal faults, but having a strong university system is a big deal for the state. That starts at having the highest class professors and grad students. Sure they are super libs, but they bring in big bucks for the programs that translate to high quality graduates which pays dividends for companies in the state. Again, not saying there isn’t fault in the university system...

Yeah, it's good to have a great post education system.  But there were some things like the slush fund that obviously needed to be addressed.

yeah he had to suck cop dick too so the teacher didnt have him assassinated.

Bud of mine retired from Mass DOR in his late 30's . Prick has single handedly damn near bankrupted that state.

Its not just new construction. Alot of big dollar jobs that dont involve tower cranes.

The UW has their own "maintenence crew" that is hired, at above union wages btw, to fix and repair shit. But the supervisor of those guys calls the unions to come fix the shit. All on time and materials billing. While the "maintenence crew" does "other things".

 

Ive spent alot of time working at UW in Madison.  Its a fucking racket. But hey, good on all those guys. BTW the "maintenence crew" is hired from the local unions.

 

There's plenty more, but I just dont give a shit either way.
