For those asking, the reason they were able to do this in 2020 as opposed to 2016 is simple. Mail in ballots. They provided the cover. It could only be done as a dump, not a trickle. To do it slowly they would require far too many people. The mail in provided the cover to do several dumps in key battleground states when they realized biden was losing those states.
